Simon has over 20 years of experience in advising on business rates with particular expertise in central London offices and in the healthcare and retail sectors.

He is one of the leading rating specialists within the West End. Simon is a founding member of BGL Partners and heads the Rating business of the firm.

He is a Member of the Royal Institution of Chartered Surveyors. After two years at Evans & Payne, he joined Edwin Hill in 1996 and later becam an equity partner of the practice.

He was head of Professional Services in the London office, dealing with rating, rent review and lease renewal instructions. In the healthcare sector his work includes the coordination of negotiations with the Valuation Office Agency on the national scheme of valuation for private hospitals.

Antony has over 25 years of experience in the commercial agency market and is best known as an adviser in the central London office and healthcare sectors.

Antony is a founding member of BGL Partners and heads the Agency business of the firm. He is a Member of the Royal Institution of Chartered Surveyors.

Having started his career at Mann Smith & Partners, Antony joined Edwin Hill in 1994 and later became an equity partner of the practice. He was head of agency services in the firm’s London office and advised corporate clients on property portfolios across the UK.

His work involves advising clients on the acquisition and disposal of commercial property. In a varied career, Antony has also sold warehouses in Scotland, headed a disposal programme of 60 offices across the UK and purchased a flagship store in Bond Street.

Chris joined BGL Partners in December 2019 after spending almost five years within Cushman & Wakefield’s Statutory Valuations team, in which he specialised in Business Rates and on Compulsory Purchase.

Chris has provided advice in both the public and private sectors nationally, with a particular focus on central London offices. Whilst his primary expertise lies in the office sector, he has also attained valuable experience within retail and industrial markets, which has included large pharmaceutical sites, trade counter portfolios and even police stations.

He is a Member of the Royal Institution of Chartered Surveyors.

James joined BGL in September 2018, although he has previously worked together with Simon, Antony and Paul at Edwin Hill for many years.

He has over 30 years’ experience in commercial property consultancy, with a detailed understanding of business rates matters and in helping clients view their commercial space, options and opportunities in a wider strategic context.

As BGL’s Operations Partner, he is passionate about client relationships, business development and in making what we do as Chartered Surveyors and property consultants meaningful to our client-base.

Steve joined BGL in November 2019. He is a highly experienced Chartered Surveyor specialising in landlord and tenant issues, honed over many years as a property professional.

He joined us from Matthews & Goodman, where he was a Partner in their Lease Consultancy team for 11 years. Prior to this, Steve has held senior positions in Edward Symmons & Partners, Colliers International and Mann Smith Commercial.

Steve is a Fellow of the Royal Institution of Chartered Surveyors and BGL Partners specialist on rent reviews, lease renewals and the wider strategic issues often associated with lease events.

Max spent the four years at Avison Young, honing his craft in the Central London office market. He brings a wealth of rating experience into servicing BGL’s growing landlord, developer and occupier client base.

His expert knowledge of the London market and particular specialism in the serviced office sector is a key asset for our clients.

Emily joined the BGL Rating Team in March 2020 as one of our Rates Payment Managers.

She has a wealth of experience in the technical aspects of this property tax associated with payment issues, reliefs and associated qualifying criteria, having had a background in local government finance working as a Business Rates Team Leader for Capita (the outsourced organisation used by the City of Westminster) and, subsequently, senior roles in the rates payment)
teams of Cushman & Wakefield and more recently Montagu Evans.

She is a member of the Institute of Revenues, Rating and Valuation (IRRV).

Paul joined the BGL rating team in January 2019 as our Rates Payment Manager, overseeing the client instructions that have entrusted their rates payment management activities to BGL.

He has an extensive background in local government finance, specifically on business rates matters since 2008.

He has held senior roles at Broxbourne Borough Council, East Herts District Council and, most recently as Business Rates Team Leader for LB of Newham.

Paul’s expertise is in understanding the complexities associated with rates liabilities, exemptions and reliefs and the associated legislation. His extensive knowledge of the system used by billing authorities has helped our clients resolve complex billing issues, reduce their rates liabilities with relief submissions and helped in the identification and recovery of
historic monies on closed rate accounts.

Paul is a member of the Institute of Revenues Rating and Valuation (IRRV).

Louis joined BGL Partners in September 2024 as a graduate surveyor. He completed a degree in Real Estate and has previously worked for Fisher German LLP.

Louis is a part of our Property Advisory team and has commenced his journey to qualifying as a Chartered Surveyor.

Andy is an important member of the BGL Business Rates Team having joined us in April 2025 as our second specialist referencer who can undertake detailed measured surveys on the more complex specialist property classes and large
industrials.

He is a vastly experienced rating surveyor having started his career in the Valuation Office Agency prior to entering private practice with Edwin Hill for many years, before leaving to head the rating team at Paddisons and then, by way of acquisition, becoming a Vice President at Altus Group (now Ryan LLC).

Piers re-joined BGL back in October 2023 in a business development function – he is knowledgeable on business rates issues and a great communicator; he is adept at conveying often complex mitigation scenarios to ratepayers with clarity and
integrity.
